Im a newbie here so this is a curious question.

When using haxorware modem and connecting to a MAC address that belongs to someone elses, are we by any way slowing down their internet service? Would they even know? and why?
no you dont slow them down
if they are on the same node as you there and your modem will constantly reboot, so they will know but if they are on a different node they will not

why it does this is because the ctms(isp computer) can only see what modems are on 1 node and not on another node
(over simplified)

How do I know if I am under a different node outside my area when I am scanning for a MAC? The result I get from scanning, is that just within my area?
