You probably use Pirate bay browser. It is not enough.
You have to use special mozilla FF, moded just for hackers. So it is like Pirate Bay browser but specially modded, have also vidalia onion, looks almost the same, except special modding.
U may download it and install on USB stick, so no trace is left on the comp where u been and what sites u visited.
Remember, never update this browser. and never enable java script, as it is disabled by default.
You just like most peps use wrong browser, just delete it and download right browser.
With that browser, u never gonna run thru TOR with gov servers, only thru TOR with safe servers supplied on line by enthusiasts of the free world.
Be careful thou, as sometimes your comp might be used as "hop" server, just watch what is on your comp, TOR is very dangerous way , it might hide you, but you might encounter very vicious peoples
