Can this still be done in 2019?

Hi, im new in here and i have been researching alot about hacked FW for cable modems after seeing this defcon article: https://www.defcon.org/images/defcon-16/...6-self.pdf

Because of this i would like to know if this is still posible to get anonymous internet as a 2nd line to my paid for line if splicing it and connected a modem with haxorware?

I belive my ips uses euro docsis 3.0 in the cable network .


I also have some other questions:

• is it still posible to Force network access (ignore unauthorized messages) with hacked modems?
  
• can use a ciaco epc3928D for haxorware or bitware etc?
  
• Can one of the USA modems that are hackable work with my ips (eurodocsis 3.0)?
  

I read my ips contract agreement and it dont mention anything about i cant use my own cable modem.
