we had same problem on sb5101; using jtag w tom's utility reloaded 2mb flash:
_ldram flash (select 2mb.bin; taken from another working sb5101 haxorw)
_program flash
no f/w nor bootloader needed; took over 1/2 hr+ , with lot of "writing error" ...but when done, it looked like the modem we took 2mb.bin from

You did not say what model # your modem is?
Lets say it is a sb5101. Do you have a spare unit, where
the power does turn on. Check the voltages with power
plugged in. Especially the Voltage Regulator. You can pm
me, I work on Circuit Boards, of all kinds, More with
Plasma, LCD televisions, Satellite Receivers. etc.

Unfortunately my computer will not run this program because when I try to run it it says, "Unable to extract IO.SYS. Log in as a user who has such permission". So then, I try to run the program as administrator and it says this. "Unable to start the IO.SYS service. Error code = 1275" I tried looking around on Google and can't find any solution...
I am going to try to see if one of my friends has a 32 bit machine to try this on...

there is a 64 bit IO.SYS just not sure where
im sure you tried compatibly mode
press f8 on boot to disable driver signiture

I just ordered a new sb5101 and just to get this straight all I have to do to get the pin headers in is just push them through the whole?

yep as long as it is a regular sb5101 and not a 5101u or 5101n
