Your CMTS has new security..
The 100 Kb is a garbage QOS setting used to deal with rogue modems..
And, Yes, you really shud post a TELNET log versus and Event-Idiot log..
But in truth, there is no public solution posted to fix your issue..
Your MAC isnt on the provisioned list for that CMTS, so your dead-ended with a QOS that is for CM's attempting TOS
