Blackcat Error

I am trying to flash a sb5100. I have bought a blackcat jtag cable and have soldered the header. But both jtagutility and blackcatjtag are saying there is no cable connected and no power.

use a multimeter to check all connections
also check what bios setting your parallel port is using (not that i remember what it should be)
