Thanks so much for the reply. Much appreciated.
The ISP is V&M.
How can I got a telnet log? used telnet before for a rs232 device. assume i can do it if right direction pointed.
and a few things want to confirm:
1. Force network access: tick or untick
2. Tftp enforce bypass: tick or untick
3. for the rev39 I dont have ignor unknow message item, does it matter?
4. in addresses tab, what should i put in the serial number?
The mac is from a mate, subscriped mod. i even borrowed his ambit 256 here and connected working fine.however, when I put my one on, it doesn't strange.

You changed your MAC and have mis-matched certs...
What ISP is this?
This is a permamnent rejection, you dont even get to do ranging
B301.8
Auth Reject - Permanent Authorization Failure
Also, post a TELENT log, as event logs are worthless...
Your solution is quite easy, but you have some work to do...
